I need to cut some strips easily and they only have satin ribbon (hair) and quilt binding strips. I want the material like t-shirts are made from.

It’s called a rotary cutter, and the one I like best is made by Martelli; second choice is Olfa.
It does take some practice to use well, and you’ll need a special mat under the fabric when you cut.

If you’re cutting t-shirt jersey and need stretch, DO NOT CUT BIAS STRIPS. Jersey is stretchiest on the crossgrain.
